April 1, 2020
Dear Felicity-Franklin families,
As you know, Governor Mike DeWine made an announcement on Monday ordering all of Ohio’s public, community, and private K-12 school buildings to be closed through Friday, May 1st, due to the COVID-19 health crisis. The Governor said he will re-evaluate the situation as we get closer to May 1st and decide whether to re-open school buildings or continue the building closures. We know the Governor’s order to close school through the month of April presents challenges for our families. Please be assured that we, as a district, are working diligently to partner with you in furthering your child’s educational growth and well-being.
What does this mean for us?
Although our school buildings are to remain closed, remote learning will continue.
Will school staff be working?
Yes, administrators are actively planning and responding to this national health crisis. Our school district is providing food and remote learning options to children. We are providing a flexible teaching and learning framework that can be implemented successfully in a variety of scenarios. Teachers are creating lesson plans and engaging with their students remotely.
During scheduled school days, our teachers will be available via E-mail from 9 a.m. to 3 p.m. to support our parents and students. Teachers and building principals will be sharing their remote learning plans and expectations with parents and students on an ongoing basis. Because we strongly believe in equity of opportunity for all students, those who do not have access to online learning will still have the opportunity to complete all work.
Administrators and support staff will also be working remotely and will be available between the hours of 9 a.m. - 3 p.m. on weekdays via E-mail. Or, you may also leave a voicemail message, and your call will be returned in a timely manner. The central office will have limited office hours. For those who need to meet with central office administration and/or staff, please call ahead to schedule a time to communicate virtually. If a physical meeting is necessary, please understand that the building capacity of ten (10) persons and social distancing requirements will be enforced.
Will students be expected to work?
Yes, students are expected to complete all assignments. We cannot allow the COVID-19 health crisis to compromise the education and growth of our students. Parents, we need your help in mitigating the negative effects of COVID-19 on your student’s learning. Students, it’s important that you understand the importance of finishing the year strong. You must be well prepared for the next grade level and/or the next course. By not actively participating and completing assigned work, you will have completed only three-quarters of a school year. You could be creating gaps in knowledge and skills that will be nearly impossible to overcome as you move forward.
If you run into technical difficulties with digital assignments or require printed work in lieu of digital work, please don’t hesitate to reach out to your child’s principal.
What about food service?
Feeding operations are ongoing, despite the stay-at-home orders, and will remain in place throughout the remainder of the school closure. Staff members will continue to comply with the most current health guidelines.
Food service will continue with the distribution of “Grab and Go Meal Bags” on Tuesday afternoons from 2:00 p.m. to 3:00 p.m. Pick-up location is at the back of the school near the playground.
The district hands out a week’s worth of meals per child 18 years of age or younger residing in the Felicity-Franklin Local School District. Students/children do not need to be present at pick up. We simply ask that those receiving meals for others provide the student's/child’s name and the name of the person picking up the meal.
What about mental health support?
Our professionals are reaching out to families to ensure they have open lines of communication during the closure and to make alternative plans, if necessary. Our counselor will be monitoring E-mails and reaching out to our school families in need.
If a student or parent is in crisis, you can reach out to the following local hotlines for assistance: Clermont County Crisis Hotline (513) 528-SAVE (7283).
What does this mean for graduation?
Our high school administration and teachers will be working collaboratively to ensure that students in the Class of 2020 are on track to graduate. If seniors were on track to graduate before classes were interrupted and they continue to do their work, they will graduate. Know that we will work together to provide assistance and flexibility in the interest of doing what is right for students.
What about state testing?
Per Governor DeWine, there will be no state testing this school year. House Bill (HB) 197 addresses significant changes for education in Ohio due to the COVID-19 crisis. On March 27, the Governor signed the legislation that includes the waiver of state testing requirements for this school year.
What about services to students with disabilities?
Our school is making a good faith effort to provide appropriate services for our students with disabilities. If a student with a disability cannot access the alternate delivery models being offered to general education students, the district will consult with parents, guardians, and/or caregivers to determine the needs of the student and identify the most appropriate means for meeting those needs during the period of school closure.
Please understand that we are experiencing a health crisis that, until now, has been unprecedented. This is new territory for all of us. There will be bumps along the way, but your child’s teachers, counselor, building principal, and our support staff are here to work with and support you and your children. In our continued collaboration, your support, understanding, and patience are greatly appreciated.
I am incredibly proud of our staff, students, and school community for continuing their efforts to navigate through this challenging situation. The well-being of our students and their families is our number one priority. Remember, we are in this together. Please continue to be safe and well.
Sincerely,
David R. Gibson
Felicity-Franklin Superintendent

Happy National Census Day! If you haven't already been counted, please take a moment to go to www.census.ohio.gov to be counted. You can also call 844-330-2020. As Treasurer/CFO of Felicity schools, I can't stress enough how important it is to be counted. The distribution of more than $675 billion in federal funds, grants, and support to states, counties and communities are based on census data. That is money spent on schools, hospitals, roads, public works and other vital programs. #BECOUNTEDOHIO
